New Delhi
Bharat Broadband Network Limited (BBNL), popularly known as BharatNet, is an Indian central public sector undertaking and a Special Purpose Vehicle (SPV) established by the Government of India under the Department of Telecommunications, Ministry of Communications. Incorporated on February 25, 2012, under the Companies Act, 1956, the organization was created with a vision to digitally empower rural India by creating a robust network infrastructure as a national asset. Headquartered in New Delhi, BBNL operates as a critical asset aimed at bridging the digital divide, promoting inclusive growth, and transforming India into a digitally empowered society and knowledge economy in alignment with the "Digital India" initiative. The primary mandate of BBNL is the establishment, management, and operation of the National Optical Fibre Network (NOFN), later renamed BharatNet. This project stands as the world's largest rural broadband connectivity program, built entirely under the Make in India initiative. The core objective of BharatNet is to provide a minimum of 100 Mbps high-speed broadband connectivity to all 250,000 Gram Panchayats (village councils) across the country, covering approximately 625,000 inhabited villages. By deploying Gigabit Passive Optical Network (GPON) technology and laying extensive optical fiber cables, BBNL acts as a middle-layer provider, offering non-discriminatory, secure, reliable, and affordable bandwidth access to various telecom service providers (TSPs), internet service providers (ISPs), and cable TV operators. This infrastructure enables major commercial operators and local agencies to deliver high-speed last-mile wireless and wired broadband services to rural citizens and public institutions. Financially, Bharat Broadband Network Limited is registered at the Registrar of Companies (ROC) in Delhi with an authorized share capital of INR 1,000 crore and a paid-up capital of approximately INR 60 crore. For the financial year ending March 31, 2025, the company generated an operational revenue of INR 660 crore, reflecting a compounded annual growth rate of 16% over the preceding year. Structurally, the company features key leadership on its board of directors, including Rajiv Kumar and Sandeep Govil, alongside past and present executive involvement from senior telecom officials. Historically a standalone public entity, BBNL was strategically approved for a merger with Bharat Sanchar Nigam Limited (BSNL) in September 2022 to streamline public telecom infrastructure and accelerate the implementation of rural connectivity. Through its ongoing infrastructure deployment, BBNL serves as a fundamental enabler for critical e-governance, healthcare, education, and digital banking services, significantly boosting rural socio-economic development and national GDP.
