CoWIN (Covid Vaccine Intelligence Network) is an Indian government web portal conceptualized and operated by the Ministry of Health and Family Welfare (MoHFW) alongside the Ministry of Electronics and Information Technology (MeitY). Launched on January 16, 2021, the platform was developed in an astonishingly short period of just two weeks to facilitate India's massive COVID-19 vaccination drive. Designed by Trigyn Technologies and KPMG India, and hosted on Amazon Web Services, CoWIN serves as a comprehensive digital information management system and a single source of truth for all stakeholders involved in the vaccination ecosystem. The platform was built as an end-to-end solution to streamline the complex logistics of vaccine distribution, citizen registration, appointment scheduling, identity verification, vaccine administration, and digital certification. To achieve rapid scalability and robust functionality, CoWIN leveraged several existing digital public assets, including the Electronic Vaccine Intelligence Network (eVIN), Digital Infrastructure for Vaccination Open Credentialing (DIVOC), DigiLocker, and Surveillance and Action for Events Following Vaccination (SAFE-VAC). Structurally, it comprises five core modules: orchestration, vaccination cold chain, citizen registration, vaccinator, and the certificate, feedback, and adverse event following immunization (AEFI) reporting module. CoWIN offered user-friendly interfaces with multiple modes of registration—including online, walk-in, and assisted registrations—ensuring accessibility across India’s diverse demographic landscape. Over its operational course, the platform successfully scaled to handle immense traffic without major technical glitches, notably recording a peak volume of over 25 million doses administered within a single 24-hour period on September 17, 2021. By the conclusion of the primary campaign, CoWIN had registered over 300 million unique beneficiaries and facilitated the administration of more than 2 billion vaccine doses. It also tracked safety metrics, reporting that fewer than 0.5% of vaccinated individuals experienced serious side effects. Beyond operational tracking, CoWIN generates secure, verifiable digital vaccination certificates that act as vaccine passports, which citizens can seamlessly store in Digilocker or access via integrated national apps like Aarogya Setu and UMANG. The platform's modular and interoperable design allows for secure integration with third-party applications via ecosystem APIs. Recognizing its massive success as a global digital public good, India has offered an open-source version of the CoWIN software to international partners, signing agreements with countries such as the Co-operative Republic of Guyana. Looking forward, the Health Ministry is transitioning and upgrading the CoWIN platform to reinforce India's Universal Immunization Programme (UIP). This expansion will repurpose CoWIN’s established infrastructure to digitally track routine immunizations—such as Polio and Hepatitis vaccines—for mothers and children on a real-time basis. By integrating beneficiary-level data with stock management and cold chain monitoring, the platform aims to minimize vaccine wastage, prevent stockouts, and record adverse events instantly, ensuring long-term healthcare resilience.
