CSC e-Governance Services India Limited is a Special Purpose Vehicle (SPV) incorporated on July 16, 2009, under the Companies Act, 1956. To broaden outreach, the government launched the CSC 2.0 scheme in 2015, targeting the expansion of the network to cover all 2.5 lakh Gram Panchayats nationwide, utilizing localized help desk support and maximizing commission sharing to empower local Village Level Entrepreneurs (VLEs), with a particular focus on encouraging women entrepreneurs. Administratively and financially, the company is registered as an unlisted public limited company with its headquarters located at Electronics Niketan, 6, CGO Complex, Lodhi Road, New Delhi. While initiated by MeitY, which maintains a strategic "golden share" for regulatory oversight and management control, public records classify it as a non-government company limited by shares, as the majority of its equity is distributed among major commercial banks and financial institutions, including Axis Bank, HDFC Bank, and the Bank of India.
