DigiLocker is a flagship initiative launched by the Government of India on July 1, 2015, under the Ministry of Electronics and Information Technology (MeitY) as part of the Digital India programme. Designed to advance the nation toward a digitally empowered society and knowledge economy, DigiLocker serves as a secure, cloud-based platform for the storage, sharing, and verification of authentic documents and certificates. The initiative is a cornerstone of India's vision for paperless governance, aiming to eliminate the necessity of carrying physical documents while streamlining administrative workflows across public and private sectors. At its core, DigiLocker functions as a personal digital document wallet for Indian citizens. Each account provides 1 GB of secure cloud storage space that is uniquely linked to the user's Aadhaar number. Through this platform, users can access, store, and seamlessly share a wide array of official government-issued documents, including driving licenses, Aadhaar cards, PAN cards, voter IDs, vehicle registrations, academic mark sheets, university degrees, and medical records. In addition to pulling issued documents, the platform allows residents to upload legacy documents and utilize an integrated e-sign facility to digitally sign certificates. A critical aspect of DigiLocker is its legal validity. Documents made available through the platform are not merely scanned copies; they are digitally verified records fetched in real-time directly from the issuing agencies. According to Rule 9A of the Information Technology (Preservation and Retention of Information by Intermediaries providing Digital Locker facilities) Rules, 2016, along with subsequent amendments to the Information Technology Act, 2000, digital documents issued within the DigiLocker system are legally recognized and deemed entirely at par with original physical certificates. Security and privacy are foundational to the platform's architecture, operating under a strict privacy-by-design framework. Grounded in user consent, the platform utilizes global-standard protocols, specifically the OAuth 2.0 Authorization Code Grant flow, ensuring that third-party requesters, such as banks, employers, or universities, cannot access or pull any document without the explicit approval of the citizen. The platform maintains full audit trails, registering who requested data, what was requested, and when consent was granted, ensuring transparency and absolute user control. DigiLocker has achieved massive scale within India's digital ecosystem. By December 2024, the platform facilitated over 9.4 billion document issuances to a registered user base exceeding 43.49 crore citizens, supported by thousands of partner issuers and requester organizations. For managing agencies, DigiLocker drastically reduces administrative overhead, curbs paper consumption, eliminates manual verification delays, and enables real-time verification modules, driving tremendous cost efficiency and systemic trust across the nation.
