Rail Vikas Nigam Limited (RVNL) is an Indian central Public Sector Undertaking (PSU) that functions as the primary construction arm of the Ministry of Railways, Government of India. Incorporated on January 24, 2003, the company was established with the twin objectives of implementing critical rail infrastructure projects on a fast-track basis and mobilizing extra-budgetary resources through innovative financing mechanisms and Special Purpose Vehicles (SPVs). Headquartered in New Delhi, RVNL operates as a Schedule 'A' enterprise and was elevated to the prestigious "Navratna" status by the Department of Public Enterprises in May 2023, granting it enhanced financial autonomy and operational agility. The core operations of RVNL encompass the development, financing, and end-to-end implementation of diverse rail infrastructure works. Its extensive portfolio includes the construction of new lines, track doubling (including third and fourth lines), gauge conversion, railway electrification, major workshops, production units, and the erection of complex metropolitan transport and metro rail projects. The company has played a foundational role in modernizing India's national transit grid, contributing to over 35% of railway doubling and more than 25% of the country's total railway electrification. Beyond traditional rail, RVNL has strategically diversified its Engineering, Procurement, and Construction (EPC) capabilities into adjacent sectors, including highway and bridge construction, urban mobility solutions, transmission lines, multi-modal logistics parks, and renewable energy initiatives. Financially, the Government of India maintains a majority stake of 72.84% in the company, ensuring strong sovereign backing. RVNL is publicly listed on both the National Stock Exchange (NSE) and the Bombay Stock Exchange (BSE) under the ticker RVNL. For the fiscal year ending March 31, 2025, the company reported a total operational income of INR 19,869 crore, demonstrating consistent revenue visibility backed by a robust order book that stood at approximately INR 87,000 crore as of December 2025. Following the discontinuation of the Ministry of Railways' historical nomination policy, RVNL successfully transitioned into a competitive bidding landscape, securing over INR 47,000 crore worth of domestic and international projects through open tenders. Led by Chairman and Managing Director Saleem Ahmad, the organization emphasizes efficient project management, technological integration, and sustainable construction practices. Structurally, it executes localized operations through dedicated regional Project Implementation Units (PIUs) and operates a portfolio of joint ventures and SPVs, including international collaborations like Kyrgyzindustry-RVNL. Committed to corporate responsibility, RVNL allocates substantial CSR funding toward health and education infrastructure across marginalized communities in states such as West Bengal, Chhattisgarh, Jharkhand, and Uttar Pradesh. Through its expanding multi-sectoral mandate, the company continues to serve as a cornerstone of India's transport infrastructure ecosystem.
